The Government of Karnataka, on September 4, 2026, has brought into force the Karnataka Industries (Facilitation) (Amendment) Act, 2026, which further amends the Karnataka Industries (Facilitation) Act, 2002. The amendment comes into force at once and expands the framework for facilitating investors and businesses in obtaining approvals, clearances, licences, permissions and other services through a strengthened Single Window System.
The amendment expands the definition of “Authority” to cover various State Government departments, boards, corporations, local authorities, statutory bodies and agencies, and introduces definitions for Applicant, Central Inspection System, Facilitation Desk, Investment Approval Committee, Single Window System and Specified Time Limit. The Single Window System is envisaged as a one-stop digital platform for applications, tracking, approvals, inspections, compliance management, incentives and grievance redressal, with no parallel physical/offline application process for services onboarded on the system except in notified exceptional circumstances.
The State Level Empowered Committee will monitor projects cleared by the State-level clearance committees, review the Single Window System and direct departments and authorities to enable services online and integrate them with the system. The State Nodal Agency will coordinate pre-establishment, post-establishment and operational approvals throughout the project lifecycle and will have a dedicated Facilitation Desk as a single point of contact for investors. The amendment also expands the statutory framework to include matters under the Greater Bengaluru Governance Act, Water Act, Air Act, Environment Protection Act and Karnataka Minor Mineral Concession Rules.
